vii The specific objectives of the GIWA were to conduct a holistic and globally comparable assessment of the world’s transboundary aquatic resources that incorporated both environmental and socio-economic factors and recognised the inextricable links between freshwater and marine environments, in order to enable the GEF to focus their resources and to provide guidance and advice to governments and decision makers. The coalition of all these elements into a single coherent methodology that produces an assessment that achieves each of these objectives had not previously been done and posed a significant challenge.
